Overview of Regulation

The regulation of 2 February 2022 supplements Directive 2010/40/EU and defines requirements for EU-wide real-time traffic information services (RTTI). Its aim is to ensure that up-to-date traffic data is compatible, accessible, interoperable, and continuously available across all Member States.

The regulation covers various data categories, such as roadworks, including details on where construction affects specific lanes or even leads to the closure of an entire direction of travel.

The regulation requires that roadworks and road closures are reported accurately and in a timely manner. This includes the early publication of planned works with clear start and end dates, as well as the prompt reporting of unplanned events.

To ensure interoperability, data must be provided in the standardized DATEX II format (EN 16157).

Since roadworks and road closures are critical for traffic safety and congestion management, they are classified as priority data types. Their reporting must therefore be carried out quickly and comprehensively.

The Delegated Regulation (EU) 2022/670 obliges competent authorities and operators to report roadworks and road closures (both planned and unplanned) clearly, in detail, and in real time. The requirements include precise timing, classification, geographical accuracy, and the use of standardized formats (e.g., DATEX II).
